buildings. The waiver should not extend for any <br />new construction as there is considerably more work <br />and more money involved in such structures. <br />5. Council Policy Oil BigIsland- As noted in the <br />Comprehensive Plan the policy is that all the land on <br />Big Island i� best in public ownership. A 1 1 the <br />Councilmembers have expressed a desire to give the <br />Veterans an adequate amount of time to rehabilitate the <br />camp and staff is following this direction. <br />6. Secession_ From Orono - As mentioned at the March <br />discussions on the conditional use permit and again in <br />August the Big Island Board of Governors would like to <br />explore seceding from the City based on their feeling <br />that the City does not either know how, or want to deal <br />with them on what tney consider a reasonable basis. It <br />i,� staff's recommendation that the City not agree to do <br />this voluntarily and should a petition for annexation to <br />another community or secession in another manner be <br />proposed that Council determine at than time whether <br />they want to contest such an action. The basis for such <br />a position would be the pivotal role the Big Island <br />properties play e-vironmentally in Lake Minnetonka. <br />7. Service/Investigations - It was mentioned that the <br />City does not provide any service to the Big Island <br />Board of Governors and it was cited that they had arsons <br />and vandalism for which the City of Orono had not done <br />any follow up investigation. In the case of the <br />vandalism it was reported 4 days in advance of the last <br />meeting. The City did investigate and determined who <br />were the offending parties. Since they were juveniles <br />the disposition of the case went over to th? juvenile <br />court. As for the ca--�s of arson the City has <br />investigated each of those and attempted to determine <br />(what is very difficult in the case of arson) any <br />possible suspects who may have caused such arson. <br />Investigation as to its timeliness, which is critical, <br />has been hampered by the fact that Big Island Board of <br />Governors originally reported the first case of arson to <br />the State Fire Marshal's office, with no contact to the <br />City of Orono with a delay of a month or two to Orono. <br />Secondly, in the case of the possible arson this summer, <br />the City has not received the requested statements from <br />involved parties in a timely fashion. <br />8. Staff/Board of Governors Relations - It should <br />final-ly he meni ai ned that the staff~stands wiI ling t,l <br />discuss problems the Big Island Board of Governors ma} <br />have with the staff in its operation. To date however, <br />despite Council's invitation the Big Island Board of <br />Governors have not availed Lh-ms:-Ives of this avenue to <br />redress their grievances. <br />
