The <br />City has received no <br />negative <br />comments from adjacei,t <br />neighbors <br />during the effective <br />period of <br />the Previous work Crew <br />Conditional Use Permits nor has <br />the City <br />received reports of arty <br />problems <br />with the operation of <br />the camp <br />during the time of the <br />temporary <br />permit. <br />�. The City Council has considered this application including the <br />findings and recommendations of the planning Commission, reports by <br />staff and comments of the appl icant and the effect of the proposed use <br />on the health, safety and welfare of the community. <br />6. The City Counci 1 finds that granting a Conditional Use Permit to <br />allow the temporary overnight camping of workers involved in the <br />cleanup of the property will not be detrimental to the health, safety <br />or general welfare of the public, would not adversely affect light, <br />air nor pose a fire hazard or other danger to neighboring properties, <br />nor will it del,r-ciate surrounding property values and that the <br />propo�-�d temporary use cf the property as approved will be in keeping <br />with the intent anc objectives of the Zoning Code and Comprehensive <br />Plan of t?te City. <br />•7011CLUSIONS, ORDER AND CONDITIONS <br />Based upon one or more of the above findings, the Orono City <br />Council herel)y grants a temporary Conditional Use Permit. ter Municipal <br />Toning Code Section 10.31. Subdivision 3 (D) to permit overnight camping of <br />work .crews involved in the clean up of the Big Island Veterans Camp from <br />May 23, ]988 to July 1, 1488, subject to the following conditions: <br />1. Crew to be limited to 57 workers - family members and friends can <br />not be on camp site for the duration of the temporary permit. <br />2. workers shall use portable gas stoves and charcoal grills for <br />cooking - ot.en burning to be approved by Orono Fire Inspector. <br />3. Tenting is allowed only for work crews. The authorized caretaker <br />Mark Peterson, shall be the only person to remain permanently on site <br />for the duration of the temporary permit. <br />4. The facility shall be inspected by the Orono staff on a regular <br />basis during the clean up program. <br />5. Hazardous I�ui ldings are not to be occupied by worker crews but <br />are to remain hoarded up and secured from public use. <br />6. Fire extinguishers must be provided on site. <br />1. Two septic facilities/structures have been approved for use by <br />the work crews and are defined as the South Hill (Point Charming <br />structure) and the Peanut Row facility, per Section 4630.0900 of the <br />State Health Corte. The water supply has been approved by the Orono <br />stiff and awaits certification from the Hennelin County Environmental <br />Divibion. <br />Page 2 of 4 <br />
