Based on the level of use, the fire protection system developed <br />by staff and applicant will provide the extra precautions necessary to <br />maintain the public safety and welfare. <br />4. The use of the facility at 240 user level will well satisfy *he <br />ratio recommended by this ordinance for day use recreation at a 20 <br />user, per 1 acre ratio. <br />Approval would be subject to the following conditions: <br />1. Prior to the camp opo:.ing to the public, the Orono staff must <br />inspect th--� facility to insui< the following required improvements <br />ha%F_ been completed: <br />a. All debris, trees and tree trimmings to be disposed of as <br />approved by the Orono staff, either by removal, buried, burned, <br />or stored in an approved area for removal w*,en ice is in. <br />b. All buildings secured as directed by of the building <br />inspector. The caretaker cabin shall be completed for legal <br />occupancy. Inspector to confirm upon that fin.,l inspection. <br />C. Fire stations installed. <br />d. Toilet facilities to be readied for public use. <br />e. Fencing installed along top of enbankment at South Hill <br />(Point Charming). <br />f. Ground cover maintenance completed. <br />g. Trespass/Private Property signage installed. This should <br />also include the signage for the rules of operation of the <br />facility that is to be installed at the dock area. <br />h. Security lighting should be reviewed with staff prior to <br />opening. <br />i. The area for helipad use should be staked out and kept <br />clear. Applicant should also provide information to the City <br />concerning which emergency agency facility will be contacted in <br />cases of emergency at the facility. <br />j. Submit a copy of the current liability policy/coverage for <br />the Rig Island Veterans Vamp. <br />Other conditions of this approval: <br />1. Non-combustible (possibly crushed rock) ground cover 4' in width <br />around the fire rings and the charcoal grill areas. <br />2. Fire station ground area must be kept clear of weed coverage, <br />chain instead of wire to be used for Lolding the triangle and <br />appropriate signage defining the triangle is for fire alarm use only. <br />5 3. Complete the appropriate signage for the facility. Per signage <br />plan submitted for the Conditional Use Permit review. <br />4. Approval of a joint use dock license by the LMCD for the dock to <br />be installed at the campsite. <br />Prior to scheduling this application before th- Council, the City staff <br />must review a more detailed dock plan for 28 boat units. Applicant <br />should advise new dock is to be a permanent dock. <br />
