A foundation type variance is requested to allow the addition to <br />be constructed on post footings rather than a perimeter foundation. Retaining wall <br />height, location, and hardcover variances are also requested. <br />Staff Recommendation: Planning Department Staff recommends approval of the <br />retaining wall within the 75 to 250 foot zone and approval of the other variances with <br />conditions if the Planning Commissions determines it appropriate to grant them. <br />Pertinent Zoning Ordinance Sections <br />Sec . 78-571. Lakeshore hard cover regulations. <br />Within 75 feet of any shoreline , there shall be no excavating, filling , hard cover, <br />temporary or permanent structures. Within 75 to 250 feet of the shoreline, there shall <br />be no greater than 25 percent hard cover. Within 250 to 500 feet of the shoreline , <br />there shall be no greater than 30 percent hard cover. Within 500 to 1,000 feet of the <br />shoreline , there shall be no greater than 35 percent hard cover. <br />Sec. 78-573. Building construction standards. <br />Within any RS seasonal recreational district, all new buildings or structures and all <br />additions , repairs , alterations or improvements to existing buildings or structures shall <br />be built in strict conformance with the current edition of the state building code as <br />adopted and amended by the city , and with the following regulations: <br />(1) Foundations required All new or remodeled seasonal dwellings or guest <br />cabins and all principal dwellings shall be placed on a permanent frost- <br />depth , solid masonry or treated wood foundation that completely encloses <br />the entire perimeter of the building .
