DRIVE <br />A) PRELIMINARY SUBDIVISION A TIONAL USE PERMIT AND <br />bi REQUEST FOR BUILDING PERMIT ._ AERCIAL SITE PLAN <br />PRIOR TO FINAL. PI.AT APPROVAL <br />City Administrator noted that City Attorney Bl.at.z, per <br />her memo, has advised that a building permit can not be <br />issued prior to final subdivision of which applicant's <br />have been informed. <br />Richard M. Keaveny, John C. Lamhi.ri, and Joe Gorecki were <br />present for this matter. <br />City Administrator Bernhardson explained the proposed <br />plan regarding the dedication of right. -of -way on County <br />Rd. 15 and discussion with the County Highway <br />Department regarding access and right-of-way. He noted <br />that there would need t:o be a variance in number of <br />required parking stalls of approximately 15 stalls. <br />City Administrator Bernhardson stated that Mr. Keaveny <br />was concerned about who would pay for the cost of <br />relocation of signs and lights clue to the dedication of <br />right-of-way, which staff does not have an answer on as <br />yet. <br />City AdministratotBernhardson's stated that another <br />issue is Keaveny's plan to increase his selling floor <br />area which would create an additional demand for 6 <br />parking stalls which staff recommends addressing at that <br />time. <br />Council ext.ressed concerns on the parking limitations <br />being that some of the parking st.al is were in the rear <br />lower lot which is not: as a.7cessible. Mr. Keaveny <br />stated that the proposed plan included rebuilding access <br />stairs with adequate sign.age from the rear parking lot. <br />City Administrator Bernhardson stated that staff does <br />not feel that there will be a problem with parking. <br />John Lambin stated that based on ownership of other fast <br />food restaurants, he estimates that 60% of the business <br />would be drive-t.hr.0 and felt that the parking would be <br />adecauate.
