The last <br />rate review was undertaken in March 1982, so four (4) years of expenditure, <br />revenue and use data will have to be analysed to bring the rate system up to <br />date. <br />It is anticipated that the City would provide annual data for the past four <br />(4) years on number of connections, wastewater flows, water sales and pumping <br />records and projected connections and/or population. It will also be n,-:es- <br />eery for the City to gather data on annual MWCC billings, local op/ration and <br />maintenance costs and current budget, revenue received, administrative costs, <br />debt service requirements and capital improvements made and anticipated. <br />The data provided by the City would then be analyzed and tabulated as a part <br />of our study and projections made to see if sufficient revenue can be Boosr- <br />sted with the existing system of rates. The rate structure would then be re- <br />viewed and adjusted if necessary to produce the required revenue in a fair and <br />equitable manner. <br />The data provided and produced and the resulting recommended system of rates <br />would be reviewed with the City and then published in a formal report for a <br />single source of reference for the City. <br />The water and sewer rate study would be conducted on an h, ly basis in accor- <br />dance with our engineering contract with costs nut to excv $2.800.00. <br />Yours very truly, <br />BONESTROO, ROSENE, ANOERLIK b ASSOCIATES, INC. <br />Joseph C.
