Bernhardson, City Administrato `1 <br />DATE: January 24, 1986 <br />SOBJ: Legislature Policies - 1986 <br />Given the expected short duration of the Legislature session and focus <br />on budget and farm problems there will probably not be much action on <br />other items. <br />The following are the list of issues that the Staff feels are <br />significant and would request approval to spend City Administrator's <br />time to work towards the recommended policies with the Legislature and <br />The League of Minnesota Cities. <br />Local Government State Aid- The Governor has proposed as part of <br />a budget reduction, a 3.58 across the board reduction in local <br />government aid for 1987 which would be approximately a $6000 <br />reduction for Orono. While the present system of distribution is <br />seriously flawed, it is anticipated an overhaul will not occur <br />until the 1987 session. For 1986 we would recommend that any <br />cuts be across the board and not "targeted" in favor of the <br />central cities who presently receive a significant share per <br />capita as opposed to communities such as Orono. <br />Annexati,.n- While the League policy opposes any change for 1986, <br />itscommended that Orono attempt to have the 1985 law which <br />allows a property owner to apply to switch communities without <br />consent of the community being left be amended to exclude appli- <br />cation either to transfer between municipalities or exclude the <br />Metropolitan area. <br />Insurance- Work in areas to limit liability such as in snow <br />removal and perhaps ,cap liability for dram shop and look at means <br />to allow more reasonable premiums plus simply availability. <br />Tax Increment- Support efforts no �o have the law further <br />restricted on the State level. <br />Tax Exempt Property- That a means be developed so that selected <br />tax exempt properties pay a fee in lieu of taxes for municipal <br />services. <br />Lake Minnetonka Users Fee- Encou-age LMCD and other groups to <br />work towardsimmplementailon of a user fee arrangement for Lake <br />Minnetonka includinq any legislat,ce changes that need to be <br />undertaken. <br />
