1386.2 <br />TO: ayor and C i t Counc i 1 <br />r" <br />FROM: Mark Bernhardson, City Administrator��l <br />DATE: :January 3, 1986 <br />SUBJECT: 'ommunity Developm-nt and Redevelopment <br />INTRODUCTION - While a significant amount of land remains <br />unc�etreTope� in the City of Orono ,and building permits are <br />continuing at a level hi-Jher today than they have been in the <br />ear'y ei(jhties, there ari areas in Orono that were developed <br />pri : to World War IT that are beginning to show their age, both <br />reside tial and r.ommercia'_. ',Iuch of this has coma about due to <br />lack o, either eccnomic ability, economic incentive or a desire <br />to keep the property in improved shape. As note(' attachment 1 <br />th—re are a number of thing 3 that have been de, _d over the <br />yp-rs which Orono could emp,oy to improve some of ,:iese run-dow. <br />areas, should it desire. <br />To date the City has engaged in certain activities which could be <br />considered redevelopement. These include: <br />a) llazarlous Aui ldings PLoceeding - Efforts to improve <br />*be- uaIity of buildings in the community when they <br />^h a stage that hey are no longer usable in their <br />nt condition. <br />#,!r and Wate - While done principally for <br />_. :mer.ta protec ion and public safety imprrivement, <br />th, have to some degree promoted improvement in <br />existing structures and also allowed for additional <br />development that wou d not have otherwise taken place. <br />(Schlr Development .s an example.) <br />c) Private Economic Value - Ovrr the last 10 years <br />part Fu-Yar l y Orono Tas- not iced that because of the <br />economic value of principally lakeshore property there <br />has been spot redevelopment done solely with private <br />money ). the lake. This has generally resulted in old <br />structuc?s i; -jor condition being removed an:j replac. j <br />with much hi(, .(-r priced and generally mere attractive <br />buildings. <br />d) CDRG_Houzs ing Rehab Gr"nt_Projram - on a modest uca le <br />the City�has been utilizing CDBG monies to improve the <br />condition of the housing stock in Orono. <br />Given the potentipl need for some redevelopment it is appropriate <br />at this time for the Council and staff to discus, the directions <br />they desire to go.
