1 2186. 4 <br />COUNCIL WETING <br />TO: Mayor and City Council rOOF <br />7'1986 <br />FROM: Mark Bernhardson, City Administr 'DATE: January 17, 1986 0RONO <br />SUBJECT: Health Insurance - Retirees and Permanently Disabled <br />As you may recall we brought recommendations forward at the <br />December 9, 1985 Council meeting regarding the making of health <br />insurance coverage available to both persons who are retired and <br />also persons who are permanently disabled and are unable to <br />obtain employment. <br />RETIREES <br />The recommendation that was presented at that time as follows <br />and it has continued to he the staff's recommendatic3, because of <br />the certain contractual requirements of the County together with <br />certain requirements the City has regarding contingent <br />liabilities for commitment of benefits to retirees. At 3 minimum <br />to qualify, <br />Retirees need to meet the following quidelines <br />Age at Time <br />of Retirement <br />at least 58 but less than 62 <br />w w 62 w » w 63 <br />w w 6' w a w 64 <br />w » 64 » » a 65 <br />Years of Full <br />Time Service <br />20 <br />i5 <br />14 <br />13 <br />The police age requirement would be 55 with at least 20 <br />years of service. <br />ror per:-,ons meeting the criteria they, prior to retirement, can <br />exercise one of the following options: <br />a. That trey can receive their unused accrued vacation <br />up to 39 days as permitted in the Personnel Policy <br />together with o.ie tnirl of their unused sick leav;� up to <br />40 days, or <br />h. Should they desire to remain on the health insurance <br />the following exists: <br />I. For employee insurance the employee may continue on <br />the health insurance as a substitute benefit in exchange <br />for their unused vacation (30 day maximum) and 1'3 of <br />unused sick leave calculated at current rates. At the <br />time of their retirement the length of their allowance <br />to he continued on the plan at City expense will be <br />calculated and they shall be continued until that time, <br />at which point a decision wi11 be made as to whether <br />1 <br />
