MINUTES OF THE REGULAR ORONO COUNCIL MW?TING HELD JANUARY 13, 1986 <br />LAKE. MINNETONKA USE AND ACCESS continued <br />Jon Elam noted that a few years ago the a task force <br />report indicated that there should be one parking spot <br />per every 20 acres of Lakeshore, which totals to <br />approximately 700 parking spots which were divided into <br />five zones. He noted that Orono falls within Zone ] of <br />of which 139 parking spots were identified as a <br />desirable goal. Mr. Elam stated that it is his opinion <br />that there are currently many more than 700 parking <br />spots on the lake. He encouraged the Council to try and <br />identify the current number of parking spots in Orono. <br />fie reported that the DNR has money committed to <br />purchasing access areas which he stated should instead <br />be spent on upgrading existing accesses and providing <br />off -street parking. <br />Councilmember Frahm stated that even if they identified <br />the 119 parking spots he felt that would not be <br />efficient, that the issue is more accesses on the lake, <br />and unt.i 1 they have a f irm committment that if the 139 <br />spot were identified there would be no need for an <br />additional access, he personally would not. vote for <br />Orono to spend any more money on this issue. <br />Kent Carlson, 3498 North Shore Drive, was present and <br />stated he has concerns of the costs involved from the <br />residents for more parking spots, and the liability if <br />someone is injured while trespassing on his property to <br />get to the lake. He noted that limitations should be <br />made to regulate a safe use of the lake. <br />Counr_ilmember Frahm stated that the DNR has not even <br />addressed the safety issue on the lake. <br />Scott Prochnow, 1444 North Shore Drive, was present and <br />stated that there currently is a big problem with litter <br />from users of the lake both in winter and summer and he <br />is also concerned about intos..ir_ated boaters. <br />Dan Regan, 3410 North Shore Drive, was present and noted <br />some of the trends of parking and use of lake which have <br />steadily increased in the past few years. <br />Harold Brouelette, 3470 North Shore Drive, was present <br />and stated that he felt a fee s, .-)uld be charged to use <br />the lake just as a fee is charged for admission to State <br />Parks. <br />N <br />
