- L - <br />1. Increasing on -site parking at existing access sites by land <br />acquisition where land availability and funding permits. <br />2. Increasing on -site parking as new access sites are established. <br />3. Increasing reliable parking by acquisition of, or through written <br />parking agreements for, off-street parking lots in the vicinity <br />of public launch ramps. <br />4. Increasing long-term reliable on -street parking in the vicinity <br />of access ramps through written parking agreements." <br />Furthermore, that government entif.,s be encouraged to provide reliable car - <br />trailer parking spaces in creative ways in addition to land acquisition or <br />highway right-of-way car -trailer parking arrangements, such as leasing com- <br />mercial marina space for car -trailer parking fac;lities. Launching fees <br />under these alternative arrangements cannot be charged. <br />Council staff was directed to develop a proposed work plan and schedule that <br />would be used to implement this resole .on. Staff was also directed to <br />schedule meetings with appropriate government entities to discus this work <br />plan and revise it as necessary. A meeting schedule has been prepared and is <br />part of the cover letter enclosed with this document. <br />Please review this document carefully. We wan: to make sure you understand <br />what is expected of your government entity and that we can meet the deadlines <br />in the schedule. <br />PROPOSED WORK PLAN AND SCHEDULE <br />December 1985 and January 1986 <br />As a planning and coordinating body, the Metropoli.ar, Council will perform it! <br />historical role by coordinating the preparation of th!s plan. We suggest that <br />staff from mun;cipal governments and lake managing agencies form a work group <br />to develop the plan coordinated by Council staff. <br />These staff people >-,ould act as liaisons for their respective poiicy-making <br />bodies. We encourage the utili;cation of staff in order to provide more <br />tima/effort into the planning process. Municipal governments and lake managing <br />agencies should have the freedom ic, delegate an elected official or citiarn <br />representative instead of staff, when necessary. <br />Plan contents should include the following items: <br />1. Analysis of alternatives considered to meet the goal of 700 reliable car- <br />r.raiier p making spaces. <br />2. Recomr i alternatives and locations for the 700 reliable car trailer <br />parki .-es as defined by the 1983 Lake M, netonka Task Force. <br />Rec.om,, tions should be ranked in b time ser.uence order. <br />
