December 3, 1985 Page Two <br />Your recent statements to this task force indicate that action has been taken <br />or will be taken soon to implement the 1983 task force recommendations for <br />creating more reliable car -boat trailer parking. On September 26, 1985, the <br />Lake Minnetonka Conservation District (LMCD) reported that 235 spaces were in <br />the "reliable" category, as defined by their parking standards (attached to <br />this letter). Twenty-eight reliable spaces are being proposed by Minnetrista <br />for William'sAccess. <br />Action has also been taken to improve some shore access sites as recommended on <br />pages 19-21 of the 1983 task force report. For example, the City of Mound is <br />working with the Department: of Natural Resources on installing a fishing pier <br />on Cook's Bay in Mound Park.. <br />The Metropolitan Council Task Force on Lake Minnetonka wishes to encourage <br />implementation of the 1983 task force recommendations in ways which are <br />acceptable to municipal gov-nments. Cooperative efforts by municipalities, <br />the DNR. LMCD and other go.L nmental entities is the only way the 1983 task <br />force recommendations can be implemented. Consequently, on November 15 this <br />task force unanimously adopted the following resolution: <br />RESOLUTION <br />Plannina ADoroach <br />Instead of Council staff prelaring a discussion paper, all 14 municipal <br />governments. -NR, LMC., and c ier agencies should be direct), involved in <br />developing a plan that create; 700 reliable car -trailer F ,ing spaces as <br />defined by tth- '983 Lake Mirnttonka Task Force and the Lh._D Parking <br />Standards (At,.:hment 1). The 700 spaces should be distributed under the 5 <br />zone approach used by the 1983 task force (see Table 1 and Mao 1 and pages <br />3-18 of the "Report of the Lake Minnetonka Task Force.") <br />The plan should also include an implementation plan for shore ac:tss <br />improvement recommendations made by the 1983 task force. <br />The expertise and advice of ea:h entity (municipal governments, DNR, LMCD, <br />Water Patrol, Watershed District) needs to be tapped to the greatest extent <br />possible to develop this plan. <br />Data from the DNR, LMCD and Sheriff's Water Patrol should be used by the <br />municipal governments in developing the plan. Metropolitan Council staff <br />should provide technical assistance, coordinate meetings and provide public <br />participation support for the planning process. <br />We expect that other options, besides land acquis;tion for off-street car - <br />trailer parking will be considered. As stated in the 1983 task force <br />report page 7: <br />"To achieve the goal of 700 reliable car -trailer parking spaces, the <br />task force further recommends that the LMCD, in concert with Lakeshore <br />municipalit es, employ any or all of the following means as <br />appropriate while attempting to reach this goal in the following orde► <br />c)t preference. <br />
