The City is also concerned with <br />maintenance of water quality as it relates to polluting run <br />off and clean up around the late. <br />4. Please describe how your city is implementing the <br />recommendations contai:-led in the "Report of the Lake <br />Minnetonka Task Force" (June, 1983). <br />The City of Orono is presently reviewing the Task Force <br />recommendations regarding implementation. Since Orono <br />possess one of the major access sites, the principal issue at <br />this point is consideration of the securing of parking as it <br />exists near the public access sites for off lake residents <br />including a large number of potential users from Orono. <br />(Enclosure A summaries progress to date.) <br />S. Identify any barriers you city has encountered in attempting <br />to implement the recommendations in the "Report of the Lake <br />Minnetonka 'Task Force." <br />The primary issues are Counci l's ov .) all ubl is safety <br />concerns on both the land and the lake. There hae '-�en <br />significant neighborhood concern regarding commitment of the <br />parking spots because of th attendant problems with off -site <br />parking related to the access including trespassing and <br />vandalism. As a part of t:is concern is the extent to which <br />an increased utilization cf the lake may escalate ex; sting <br />problems. <br />6. Please suggest proposals fc: public participation procedures <br />as well as intergovernmental planning and negotiations <br />procedures to resolve lake r.anagement issues. <br />It is hoped the Task Force in the development of the <br />preliminary recommendations would work closely with LMCD on <br />the water surface issues and the individual communities on <br />the land use issues. Is is suggested the departure point for <br />attendant land use could well be the marina licensing and <br />zoning for the various communities around the lake. (Please <br />refer to enclosure B for a topical outline of land use <br />issues.) <br />7. Please comment and submit any suggestions on the remaining <br />steps of the Council's review pro,:edure. <br />It is proposed that as the ddhoc, report is developed that <br />LMCD and the cities individual iy be al lowed to respond to a <br />draft report in a meeting in the Lake Minnetonka area. <br />
