r NG <br />TO: Mayor and City Council <br />FROM: Mark Bernhardson, City Administrator'"'-) <br />DATE: November 6, 1985 <br />SUBJECT: rake Minnetonka Use and Access <br />Since our last m(­ating Metro Council has transmitted it's letter <br />requesting testimony from each of the lake communities as an <br />initiation point for it's Task Force work. ThQ questions as <br />outlined are addressed on attachment A. (Additionally attached <br />is an editorial from the Minneapolis Tribune from Monday, <br />November 4, 1985, giving the Tribune's comments on the issue.) <br />Final l y attached please find the memo that was presented to the <br />Council at the last meeting. <br />As you will recall from the last meeting Mayor Rascop from <br />Shorewood, who is currently the L.M.C.D. Chairman, wi 11 be <br />present it the meeting to request that Orono commit its parking <br />slots tt�at were indicated as part: of the survey of the Lake <br />Minnetonka Task Force report. Our review of those slots <br />indicated that there is a total. of of slots within 1500 feet <br />of the North Arm access.) <br />RECOMMENDATION - <br />1. Council discuss the attached drafts and respunses to <br />Metro Council's request for the November i3, 1985, <br />meeting and amend as they please* any verbage in order to <br />be able to present our portion at that meeting. <br />2. Review the recommendations and the attached staff <br />memo from last meeting, keeping in mind that the <br />recommendation does not necessarially call for <br />additional public- access but for better geographic <br />distribution of the access. Additional ly it would be <br />recommended that any new access be limited to a certain <br />size and poss P)ly horsepower of boats. <br />PROPOSED MOTION <br />- It was moved by , seconded by <br />, that <br />the <br />Council direct <br />staff to represent. it's interest-8---before <br />the <br />Metropolitan Council on the issue and the commitment <br />of slots <br />be <br />contingent upon <br />demonstrated access need and improved <br />safety <br />and <br />distribution of <br />activity.
