AGENDA ITEM <br />Date: December 8, 2025 <br />Item: 9 <br />Title: Agreements - Collective Bargaining for LELS Local 40 and Local 168 <br />Presenter: Adam Edwards, City Administrator / Engineer <br />Section: Consent Agenda <br />Purpose: <br />The purpose of this item is to approve the Collective Bargaining agreements with Local 40 and <br />Local 168. <br />2. Background: <br />Employees of the City are represented by four collective bargaining units and the collective <br />bargaining agreement terms for all four end at the end of 2025. City staff has been negotiating <br />with the bargaining units throughout the year to establish new agreements to cover the period 2026 <br />to 2028. The city goals that guided the negotiations are to: <br />• be able to attract and retain a talented workforce; <br />• be a good steward of public resources; <br />• be fair and consistent across the workforce; <br />• update agreements to reflect current laws; <br />• achieve substantial agreement in time for 2026 budget cycle. <br />These goals were achieved. The agreements with IUOE Local No. 49 representing Public Works, <br />Parks and Facilities employees as well as OPEIU Local No. 12 representing administrative <br />employees were approved by the council at the November 24 council meeting. The agreements <br />with LELS Local 40 representing the Police Patrol Officers and Local 168 representing the Police <br />Sergeants are ready for approval. <br />3. Cost: <br />The following are key provisions contained within the agreements. These adjustments were <br />included in the 2026 budget. <br />a. Wages. Cost of living increases of 3% per year for each of the three years with market <br />adjustments of 3% in 2026, 3% in 2027 and 2% in 2028. <br />b. Insurance. City will cover 100% of the premium and provide a $100 stipend for use towards <br />ancillary benefits. <br />4. Funding: <br />Wages and benefits are included within the respective operating budgets. <br />Staff Recommendation: <br />Staff recommends approval of the collective bargaining agreements. <br />COUNCIL ACTION REQUESTED <br />Motion to approve the collective bargaining agreements in Exhibits A and B, authorize the City <br />Administrator to make non -substantive modifications to the agreements, subject to approval of the <br />authorized representatives of the bargaining units, and authorize the Mayor and City Administrator to <br />execute the agreements. <br />63 <br />
