Minutes <br />City Council Work Session <br />Monday, November 24, 2025, 5:00 PM <br />City Council Chambers 12780 Kelley Parkway, Orono, MN 55356 <br />ROLL CALL <br />Council members present: Mayor Bob Tunheim, Alisa Benson, Jacqueline Ricks, Jon Schwingler. <br />Staff present: City Administrator Adam Edwards, Community Development Director Laura Oakden <br />CAPITAL IMPROVEMENT PLAN <br />The council received an overview and new requirements for the 2050 Comprehensive Plan Update, <br />which included a summary of the System Statement outlining the expected population, housing, and <br />employment growth. <br />Staff presented some background on the current designation of the city. The council reviewed the <br />required deadline for the Comprehensive plan, timeline to implement the updates, and options for <br />additional areas of study with discussion on small lot neighborhoods, community engagement plan, <br />updated housing plan and additional sustainability and resiliency plan. <br />The council gave direction to gather additional information for a community survey by a third -party <br />consultant. Budget planning is important because most of this work will occur in 2026-2028. The <br />council agreed that better community outreach is needed, with clearer communication and more <br />ways for residents to participate. <br />Next steps: Staff will bring back cost for a community survey and additional options for identified <br />topics for supportive studies so the council can decide which ones to move forward with. <br />ADJOURNMENT <br />Work session ended at 5:45 p.m. <br />ATTEST: <br />CITY COUNCIL <br />Christine Lusian, City Clerk Bob Tunheim, Mayor <br />4 <br />
