The <br />proposed dividing line provides an adequate building envelope (200' at <br />building line) for new building site and does not hinder the building <br />envelope of the developed Lot 2. All structures meet the required setback <br />from the proposed lot line. The septic test and septic design information <br />confirms that both sites can sustain primary and alternate septic sites. <br />In the early months of this review, the inspector confirmed that the <br />existing non -conforming system, located 8 feet from pond, showed signs of <br />failing and would need to be replaced. The original alternate test site had <br />to be used for a primary site location and the City required additional <br />testing for a new alternate site. The owner plans to install the new <br />system late this fall or in early spring. <br />A new curb cut will - be created off Leaf Street as the existing <br />access drive will serve be lots. Lot 1 must grant an access easement in <br />favor of Lot 2. The shar(-.. drive wi 1 i also permit the mature evergreen <br />trees that provide screening along the roadway to remain. <br />Approval is based on the following conditions: <br />1. Lot 1 grant a driveway easement in favor of Lot 2 (where driveway <br />crosses gerrymandered lot iines). <br />2. City to require standard drainage and utility easements along <br />property boundaries. <br />3. The granting of a conservation and flowage easement to the City <br />over the pond area. <br />4. The applicant must repair the existing septic system by early <br />spring. <br />5. Park Fee in the amount of $200 for the new lot. <br />6.
