J <br />MINUTES OF THE SPECIAL ORONO COUNCIL MEETING HEED SEPTEMBER 18, 1985 <br />ATTENDANCE 7:99 PM The Orono Council met on the above date to discuss <br />the budget. The following members were present: <br />Mayor Butler, Councilmembers Grabek, Adams, Frahm <br />and Hammerel. Staff members in attendance included <br />City administrator Bernhardson, Finance Director <br />Kuehn, Public Works Coordinator Gerhardson, Police <br />Chief Kilbo, Building and Zoning Administrator <br />Mabusth and Liquor Manager McGowan. <br />1986 BUDGET City Administrator Bernhardson reviewed the high - <br />PRESENTATION lights of the budget message together with the <br />overall increase in revenues and expenditures <br />together with the tax levy and its implications as <br />they relate to the budget overall and in terms of <br />an average residential property in the community. <br />This discussion was followed by a discussion of the <br />impact of the change in assessed value <br />classification for the individual properties. <br />Additionally reviewed were the significant items of <br />increase and what those impacts meant. <br />1986 BUDGET <br />ADJOURNMENT <br />Individual Councilmembers addressed various <br />questions which were reviewed regarding the <br />individual department budgets. During these <br />reviews it was indicated by the City Administrator <br />that the budgeting for capital improvements and <br />maintenance items for existing facilities would be <br />requested to be budgeted, however these would not <br />be expended until such time as a facilities <br />assessment 3f al the City's facilities had been <br />undertaken and recommendations made regarding the <br />direction the City should go relating to its <br />physical facilities. In addition, at Council <br />request, the computerized cash register system for <br />the Liquor Store was deleted at this time, with a <br />request for a possible funding at the point that <br />the operation had been reviewed, and in March or <br />April recommendations regarding the City's <br />direction as to whether to continue in the business <br />or not is made. <br />Following further discussion it was moved by Mayor <br />Butler, seconded by Counrilmember Hammerel to adopt <br />the 1986 Budget as amended.
