Gardner, 1J85 Tonkawa Road - Co-ditional <br />Use Pf-rmit & Variance <br />Zoning District - LR-1H <br />Application Summary - <br />A) Regrade lakeshore yard to conform more nearly to <br />original contours (new house under construction). <br />Planning Commissicn recommends approval subject to <br />erosion control measures. <br />B) Remove various trees in lakeshore yard. Planning <br />Commission recommends removal of 4 overhanging trees, 3 <br />others to remain untouched, applicant to replant 4 trees <br />and rip -rap shoreline. <br />List of Exhibits <br />Exhibit A - Application " nd Letter of Request <br />Exhibit B - Plat Map <br />Exhibit C - Property Owners List <br />Exhibit D - Survey <br />Exhibit E - Grading/Landscape Plan <br />Please read the applicant's letter of request regarding the proposed <br />grading and tree removal. Prior to application for a building permit, <br />the applicant met with staff on this site to review the existing grades <br />and tree situation. The applicant is building a new home which meets <br />all hardcover and setback requirements. As part of his landscaping, <br />he proposes to place fill over the old foundation area where a cabin <br />once stood, restoring the grade to conform more nearly to the original <br />contours. It appears from the grading plan that there will be changes <br />as close as 15' to the shoreline. The applicant was allowed to proceed <br />with his home construction minus the landscaping work pending <br />approval. Note that applicant is maintaining a 30' buffer zone along <br />the lakeshore and has staked hay bales at the 30' line. There is no <br />sedimentation problem. The grading plan has been reviewed by the City <br />Engineer at the site, and he recommends approval as submitted. <br />Note that the new home and amenities when completed as proposed will <br />comprise zero percent hardcover in the 0-75' zone and 22.6% in the 75- <br />250' zone, within the limits prescribed in the zoning code. <br />Staff notad two %-- three dead trees on the lakeshore at the initial <br />inspection. Applicant was allowed to remove these without a variance. <br />He is proposing to remove other living trees at the lakeshore, <br />apparently for aesthetic purposes. I would suggest you view the site <br />and get a feeling for the number, type, and quality of trees in the <br />lakeshore yard. 1 have approximately plotted the existing trees on <br />the landscape plan. <br />
