treatment should be of a short term nature and that once <br />the Maple Plain interceptor is in the amount of <br />phosphates available to feed the blue-green algae should <br />drop substantially. <br />It is felt by the Fresh Water Biological that the <br />interceptor represents only approximately a third of the <br />phosphates coming in via Painter's Creek and since <br />Painter's Creek is not the only source its reduction may <br />not substantially lessen the amount of phosphorus in <br />West Arm. <br />Auth�- Since there is no apparent public health, <br />safety and welfare benefits apart from the private <br />aesthetic property benefits it may be questionable <br />whether this would be a permitted expense of the City <br />- Budget - The amount was not budgeted for 1985 and at <br />present while it may be appropriate to budget for a <br />succeeding year (if in fact its a legal means of <br />expenditure by the community) for that reason along it <br />is nG; recommended this year. This is particularity a <br />concern since if the City starts funding West Arm, other <br />persons and groups that are presently doing their own <br />treatment will want contributions together with other <br />bays wanting to do the treatment. <br />- Length of Treatment - While the funding group has <br />indicated that this is a short term nature project <br />because of the anticipated drop due to the Maple Plain <br />interceptor this may not necessarily be the case and <br />should the governmen-al entities get involved in funding <br />it the "inertia" of such funding may turn what is <br />intended to be a short term treatment program into a <br />long term treatment program particularily if once the <br />interceptor is in the amount of phosphates have not <br />dropped significantly. <br />Should you have furti,c: questions or comments please feel tree to <br />contact me. <br />2 <br />
