MEETING <br />DATE: July 17, 1985 JU •n�- <br />SUBJECT: Big Island Veteran's Camp CiTV OF OR®NO <br />SECORING THE BUILDINGS <br />Mr. Jacobs was able to again view the site regarding the status <br />of securing the buildings and feels that for the most part the <br />vast majority of buildings have been appropriately secured and <br />the exception being Berg Hall where apparently it had been <br />secured but vandals have attempted to break-in. The only other <br />problem ir: securing was that we had indicated that the caretaker, <br />who is only supposed to be there through the end of June, be <br />moved to a different cabin because the caretaker's cabin does not <br />have appropriate potable water and sanitary facilities. The <br />caretaker's contract has been extended and we are attempting to <br />resolve this situation at a staff level. <br />HAZARDOUS BUILDINGS PROCEEDINGS <br />Attached are the individual resolutions that have been drawn up <br />to order the commencement of hazardous buildings proceedings on <br />each of the buildings on Big Island. Once these have been <br />ordered by the Council and filed with the District Court the <br />owner of record has 20 days to respond. Absent any response the <br />City then has the right to go in and either fix -up or remove and <br />assess the charges against the property. If the owner does <br />respond then the District Cuurt takes it under advisement and <br />will then set a deadline to either fix -up of remove. If the <br />dead ine is not met then the court wi 1 1 permit the City to take <br />appropriate action and assess the charges against the property. <br />PROPERTY OWNERSHIP <br />As you may be aware the State of Minnesota continues to be the <br />property owner of record regarding this property. Under 'the law <br />that was passed during this session it was required that an audit <br />be done of the funds related to the property and that such an <br />audit be completed before the property is turned over to the <br />Board of Governers. It has been indicated by the Assistant <br />Commissioner for Veteran's Affairs that they intend to complete <br />this possibly by August 5th and be ready to transfer title to <br />newly reconstituted Board of Governors for Big Island. It has <br />also been indicated that the Board of Governors may either refuse <br />to take title or should they take title take such under protest <br />and sue the State for the damages related to the State's <br />ownership of the property. (The State has owned the property for <br />about 6 years). As you will note part of the problem in this <br />proceeding is that we may be partially through the process <br />1 <br />
