MINUTES OF 'flit; REGULAR ORONO COUNCII. MEETING 11EIX JULY 8, 1985. PAGI: 2 <br />CONSENT AGENDA* <br />#1787 and that the vote was only 3 ayes and 1 abstention due to <br />Councilmember Adams' late arrival. <br />Therefore, it was moved by Mayor Butler, seconded by <br />Councilmember Frahm, to reconsider the matter. Motion, <br />Ayes (4), Nays (0),Abstent-ion M . Councilmember Hammerel <br />abstained. <br />It was moved by Mayor Butler, seconded by Councilmember <br />Adams, to approve Resolution #1787, A Resolution Ordering <br />Project 85-2 for the Art Center of Minnesota. Motion, Ayes <br />(4), Nays (0), Abstention (1). Councilmember Hammerel <br />Abstained. <br />It was moved by Councilmember Frahm, seconded by Mayor <br />Butler, to approve the Consent Agenda* as submitted with the <br />addition of the Blue Belle Ice Cream solicitors license <br />application per City Administrator Bernhardsons' request. <br />Motion, Ayes (4), Nays (0). <br />APPROVAL OF MINUTES* <br />It was moved by Councilmember Frahm, seconded by Mayor <br />Butler, to approve the regular Council minutes of June 24, <br />1985 as submitted. Motion, Ayf!s (4), Nays (0). <br />I RX COMMISSION COMMENTS <br />There were no Park Commission comments. <br />LAKE MINNETONKA CONSERVATION <br />DISTRICT REPORT There was no report from the Lake Minnetonka Conservation <br />District. <br />PLANNING COMMISSION COMMENTS <br />Planning Commission Representative Rovegno had no comments <br />at this time. <br />PUBLIC COMMENTS Mr. Jerry W. Wheeler, 3399 Crystal Bay Rd., was present for <br />public comment. He requested that the Council consider <br />reviewing their hardcover ordinance. Referring to his <br />letter to the Council dated July 8, 1985 (copy of letter <br />attached to these minutes) , he reviewed comments made by the <br />Council at. their last meetinq regarding hardcover issues. <br />Based on these comments made by the Council, Mr. Wheeler <br />feels that the solution to resolving some of these issues <br />may be to simply require a permit. far pavinq and blacktopping <br />a gravel area. In c'.oing so, it should not be any more <br />difficult to enforce than any other permit. program or <br />building ordinance, it would generate more City revenue, it <br />would clarify the hardcover issues, and help resolve <br />struggles between the Council and citizens. Mr. Wheeler <br />stated that his gravel is not hardcover. lie restated, as in <br />his letter, that the City has failed to i,ppropt iately def ine <br />hardcover. He feels that this should be resolved in a <br />sensible manner. <br />
