The existing garage is non -conforming in that it is located <br />partially upon the road right-of-way. The Purdy's have indicated <br />they wish to add to it at some future date. Perhaps you would <br />want to address that issue at this time. <br />2. There is an encroachment of hardcover from the Johnson <br />property to the south, in which plastic -underlined rock beds were <br />inadvertently placed over the lot line. These have not been <br />included in the hardcover calculations for the Purdy property. <br />(Note that staff will be following up on the plastic perforating <br />that was to be done on the Johnson's rock beds.) <br />3. The Council has been discussing the hardcover concept at <br />their recent meetings and has directed staff to investigate the <br />City's concept, philosophy and policies on hardcover to determine <br />whether any changes should be made in our current code or the way <br />it is enforced. While this might have an effect on applications <br />similar to Purdy's in the future, the Purdys wish to proceed as <br />soon as possible in order to complete their project this fall. <br />4. The applicants have stated they are willing to remove plastic <br />from various rock beds and the deck area in order to make any <br />trade-offs you require. <br />Staff would suggest any recommendation for approval of the <br />Purdy's 5-year proposal should be based on considerations as stated <br />below: <br />1. Remove kennel hardcover 213 square feet <br />2. Remove trampoline area hardcover 360 square feet <br />3. Remove plastic from 1Ox16 deck 160 square feet <br />4. Remove plastic from NW and NE house rock edging 165 sc re feet <br />5. Allow 1Ox24 addition plus 12xl3 hot tub deck <br />6. Allow future 16x42.5' SW addition <br />7. Allow future 12x24.1' garage addition - <br />consider a rebuild to bring it within property boundaries. <br />8. No new plastic underlined rock beds allowed along future or <br />pending addition. <br />Based on these 8 items, the final 5-year hardcover numbers <br />(traditional method) are: <br />0-75' - 1921-360-213-160-165+72 <br />= 1095 s.f. / 7900 s.f. = 13.9% <br />i.e. a reduction from 24.3% to 13.9% <br />75-250' - 1499+277+792 = 2568 / 8850 = 29.0% <br />i.e. an increase from 16.9% to 29.0% <br />
