4NTTACHMENTS• T¢-; P.LANNING COMMISSIQN MINUTES <br /># 2 9 <br />June 15, 1985 <br />To Orono Planning Commission: <br />This letter is written at the request of Mr. Rahn to conf.Lrm <br />my recollection of the following points: <br />1. that I was a member of the Orono City Council in 1974-75. <br />?, that I reside at 1214 Wildharst Trail, Orono, Minnesota, <br />and that I am a neighuer of the Rahns and very familiar <br />with his property. <br />3. that I was the maker of the motion to approve the variances <br />requested by the Rahns and was very familiar with the terms <br />and conditions of their request (see attachment), <br />4, that one of the conditions was that the Rahns remove the <br />first floor of the small house so as to essentially reduce <br />the structure to ground level as viewed by the ajoining <br />neighbors. <br />5, that it was also verbally understood that the Rahns would <br />now and forever paint the strcture in earthtone colors so <br />as to blend into the bank. They would landscape and shrub <br />so as to be as unobtrusive as possible. Therefore, the <br />motion did not describe the complete terms and conditions <br />as it was understood the first level would be allowed to <br />permanently remain. The motion as shown in the minutes <br />of that meeting obviously is incomplete. <br />6. that the Rahns would use the structure for family uses <br />only and would not rent out the remaining walkout level <br />structure. <br />7. that as a neighbor of the Rahns, I hereby testify that <br />they have met the written and verbal terms and conditions <br />as set forth by the council in 1975. Therefore, a <br />conditional use permit application is not needed because <br />the council understood that only the top of the cabin had <br />to come down and the lower level would remain. <br />8.
