Assistant Zoniz. t.rator Gaffron noted that the <br />(Cont.) primary site for t.. ...field is next to the home and that <br />any future private road proposed next to the lot line would <br />not affect the alternate septic site because in the road <br />construction a swale woulu have to be built next to the road to <br />prevent drainage onto the Sjecklocha property. <br />Kelley moved, Sime seconded, to recommend approval of the lot <br />area variance for Tipton Corporation based on the revised <br />plans, finding that no other land is available and all septic <br />performance standards and other performance standards of the <br />RR-1B zoning district have been satisfied. Motion, Ayes <br />(7), Nays (0). <br />l925 RICHARD HENNESSY <br />4670 TONKAVIEW LAND <br />VARIANCE <br />PUBLIC HEARING <br />8:58 -9:19 PM Chairman Callahan called for the public hearing at 8:58 p.m. <br />concerning the variance for Richard Hennessy. Assistant <br />Zoning Administrator Gaffron noted the certificate of <br />mailing and the affidavit of publication. Richard Hennessy <br />was present. Earl Norwood of 1360 Vine Place was present <br />from the audience for this public hearing. <br />Assistant Zoning Administrator Gaffron explained that the <br />applicant wishes to construct a new home on a lot of 1.21 acres <br />in a 1 acre zoning district where municipal sewer is not <br />available. Gaffron stated that if sewer was available this <br />lot would not need a variance. Gaffron stated that septic <br />system testing indicates that mound systems will be needed at <br />the primary and alternate sites. Gaff ron noted that staff <br />has just started to review the possibility of sewering the <br />properties within the Tonkaview Gardens plat in which this <br />lot would be included. Gaff. �n stated that he did receive a <br />call from a woman who owns property in the Tonkaview Gardens <br />plat and she told him she wishes to sell those parcels. <br />Kelley stated that this neighborhood will have the same <br />problem as the Crysi , .y neighborhood had. Kelley noted <br />that the applicant wi 11 in a septic system and a few years <br />down the line the City will require that he hookup to sewer. <br />Rovegno asked the applicant if he was aware of the risks <br />im . lved with building a home on this property with a septic <br />s• em when the City is considering sewering the area. <br />Richard Hennessy stated yes he was aware of the risks. <br />Chairman Callahan closed the public hearing at 9:19 p.m. <br />Planning Commission urged Council to consider this area for <br />sewer. <br />
