MINUTES OF THE ORONO PLANNING COMMISSION MEETING HELD JUNE 11, 1985. PAGE 1 <br />'. 8 1H5 <br />ATTENDANCE 7:30 PM The Orono Planning Commission met on the /Mpye" the <br />following <br />phairman C members resent: Ca In,win <br />Commission Members Sime, Rovegno, Goetten, Kelley, <br />McDonald, and Taylor. Councilmember L. Adams was present <br />substituting for Councilmember Grabek. City Administrator <br />Bernhardson was also present. Building 6 Zoning <br />Administrator Mabusth, Assistant Zoning Administrator <br />Gaffron, and Recorder Sutton represented the City staff. <br />#876 RANDY ASPLUND <br />3424-3444 EASTLAKE STREET <br />VARIANCE <br />REFERRAL FROM COUNCIL <br />Randy Asplund was present. Nancy Monge, owner of 3444 <br />Eastlake Street, was also present. Assistant Zoning <br />Administrator Gaffron explained that the Council referred <br />this application back to the Planning Commission because of <br />the change, in the applicant's proposal. Gaffron stated <br />that Council has directed the applicant to remove the patios. <br />Randy Asplund noted that he is asking for 6 square feet of <br />patio. Asplund stated that he would also like to replace <br />approximately 100 square feet behind the 0-75' setback line <br />so that he can put the patio furniture back with ground level <br />concrete. <br />Chairman Callahan asked when the screen porch became <br />essential to the project. <br />Randy Asplund noted that after moving in, he realized that <br />the mosquitoes were so bad that a screened in porch would be <br />necessary and essential. <br />Nancy Monge of 3444 Eastlake Street noted for the record that <br />she purchased her hume before this issue of hardcover was <br />raised. Monge felt that the decisions being made now are <br />after -the -fact. Monge asked the Planning Commission to <br />explain the problem and why hardcover is a problem. <br />Chairman Callahan explained the City's and the DNR's <br />philosophy regarding hardcover and the detrimental effect <br />hardcover has on the lake. <br />Randy Asplund noted that he feels an obligation to the new <br />owners and felt a need to replace the patio. Asplund stated <br />that he would like to give the Monge's something in regard to a <br />deck or patio. Asplund explained that the Engineer has gone <br />along with replacing the patios with wood and sand <br />underneath. Asplund stated that Council turned the <br />proposal with wood dawn and no one can give an explanation as <br />to what is really considered hardcover. <br />
