As you may be aware this is an item that has not been budgeted <br />for in 1985 and as you will note in item number 26 there are <br />other items that we are recommending for expenditure of <br />contingency funds for 1985. Funding for such a study could <br />either come out of the City's fund balance for 1985 or at least <br />in part the study could be funded out of the 1986 budget. <br />RECOMMENDATION <br />It is staff's recommendation that this study be undertaken as a <br />comprehensive look at the Highway 12 corridor is appropriate at <br />this point so that Orono will have appropriate development <br />controls based on this comprehensive review of the area before <br />development pressure in the area is heightened by I-394. <br />Additionally it is recommended that the study be accomplished <br />with the first four phases being done by early next year so that <br />any result in changes in the Comprehensive Plan can be completed <br />and development proposals be reviewed prior to construction <br />season for 1986. Further it is recommended that the funding be <br />taken out of the fund balance for 1985 and that this be at least <br />in part made part of the 1986 budget. <br />Should you have further questions or comments please feel free to <br />contact me. <br />
