COUNCIL MEETING <br />14 <br />MAY 2 81985 <br />TO: Mayor and City Council CITY OF ORONO <br />FROM: Mark Bernhardson, City Administrator �f <br />DATE May 24, 1985 <br />SUBJECT: Seniors Citzens Special Assessment Deferment <br />As you are aware Orono Ordinance Section 2.62 enables the Council <br />to defer special assessments for senior citizens in accordance <br />with Minnesota State Statute 435.193. In 1979 the Council <br />adopted Resolution 1093 which specifically set forth some <br />criteria for determining hardship and additionally stated that no <br />deferral could be greater than 5 years. <br />At present we are being faced with requests from the persons who <br />were initially given deferrals as to the possibility of being <br />able to renew those deferals. It is our understanding that this <br />has been discussed by Council and they are willing tn look at <br />allowing persons to resubmit every 5 years. Secondly we get <br />into the Crystal Bay sewer project we feel it is appropriate at <br />this time to update the income and asset guidelines, they were <br />first adopted back in 1979. As you will note in the chart below <br />the present policy limits income for one person to $8,000 and for <br />2 persons $12,000 with assets being limited to $15,000 for one <br />person and $22,000 for 2 people. The resolution also permits <br />that failing to meet these quidel Ines the Council can not on an <br />individual basis make a hardship determination based on income <br />and assets.
