Mabusth, Zoning Administrator <br />Date: May 23, 1985 <br />Subject: Status of. the Property Located at 3399 Crystal Bay Road <br />List of Exhibits <br />Exhibit A - Karl Letter 4/5/85 <br />Exhibit B - Wheeler Letter 4/10/85 <br />Exhibit C - Inspection Notice <br />Exhibit I - Building Permit <br />Exhibit E - Survey - Approved Site Plan <br />Exhibit F - Resolution 1496 <br />At your April 8, 1985 meeting, you directed staff to inspect <br />the property at 3399 Crystal Bay Road because of a reported <br />violation of an order set forth by Council in approving a setback <br />and hardcover variance. <br />Per Resolution 1496, Condition (3) on page 3 of that <br />resolution, the "gravel drive on west side of house and in rear <br />yard" must be seeded prior to final inspection by the Building <br />Inspector. The Building Inspector has advised that he has not <br />made a final inspection on the house because the basement work <br />had never been completed. As he remembers, Mr. Wheeler had not <br />decided on the final design for completion of basement living <br />area. <br />An inspection was made on April 12th of the George residence <br />(see Exhibit C). Staff met with Jerry Wheeler on the site. The <br />inspection revealed that the gravel area to the rear of the house <br />had been removed and seeded. The area on the west side of the <br />house (15'x35' or 525 square feet of hardcover) remained as <br />gravel drive. Wheeler advised that the gravel area was retained <br />because of drainage problem along the west side of the house. <br />Wheeler asked if the City Engineer could inspect the site and <br />make a recommendation on the drainage problem. Staff advised <br />that Council would have to issue such a directive. To my know- <br />ledge, Council has never directed the City Engineer to make a <br />p--'essional recommendation, to residents on matters involving <br />private property. You have in the past asked residents to hire <br />the appropriate agents and in return have asked the City staff <br />and consultants to review and make comments on their findings. <br />The 525 square feet of gravelled parking area does create an <br />increase of 1.9% hardcover within the 75-250' lakeshore setback <br />area. <br />
