C7-117-23-21-0004 <br />Dear Madam and Sirs: <br />The purpose of this letter is to present to you our <br />reasons for believing that the proposed estimated market value <br />for our home as of January 2, 1985 is excessive. Our opinion is <br />founded both on factual data and upon established legal principals. <br />There are two .najor issues. First, what is the "fair <br />market value" of our prriperty. Second, is the proposed"estimated <br />market valud'an equal treatment of our property in comparison with <br />other properties in Hennepin County. <br />We moved into Minnesota in 1984. We signed a purchase <br />agreement for this property on June 2, 198, and the transaction <br />was closed and we received the deed to the property on July 9, 1984. <br />While the size of our lot is ill feet by 656 feet, thEre <br />is but 228 feet between the front of our lot and the channel. The <br />balance of the depth of our lot is marsh land which lies across the <br />channel, is in essence unbuildable, and is unuseable by us excep <br />for vista -type purposes. Therefore, the useable portion of our <br />property contains but slightly more than one-half acre. The prop- <br />erty is served by public sewer, but our water supply is by means <br />of our private well. The road which provides access to our property <br />is a narrow gravel private road, which is in poor condition. We <br />understand that numerous attempts have been made to have this road <br />taken over by the City and improved, but that the City refuses to <br />accept it. As it is a private road, the individual land owners <br />must bear the expenses of maintaining it, plowing the snow from <br />it, etc. This fact, of course, reduces the value of this property <br />in comparison with other properties which are serviced by public <br />roads and,/or have public water systems. <br />
