The water level of the pond will be controlled by two cul- <br />verts. The applicant has not provided information as to a <br />spacific elevation for culverts but they must be so placed as to <br />not create blockage of drainage on Lot 4. The pond wi 1 1 be 4 1/2 <br />feet at its deepest point. An aerator will be installed to <br />control growth of algae and unwanted vegetation. <br />The pond is decorative and will not function as a wildlife <br />pond, thus no need for DNR review. The watershed involved is <br />localized and does not qualify for watershed review. <br />The City Engineer has reviewed the pond and the surrounding <br />properties and has the following comments: <br />A. In regard to bank slopes, he advises no changes but to <br />let them seek their natural grade. The spoils on the <br />northwest side of the excavation must be used to trim banks <br />along west and north sides of pond (use same slope ratios <br />for banks as found un southern pond;. <br />B. As soon as final grading is completed, the entire <br />disturbed area must be seeded with appropriate ground cover. <br />C. The City will ask for a drainage easement to reflect the <br />drainage pattern/flow at the time banks of pond are re- <br />stored. The drainage easement of 20 feet will assure that <br />the applicant or a future owner will not block the culverts <br />taking immediate drainage from Lot 4 to the south. The <br />drainage easement will secure the natural drainage flow to <br />the west (in this case probably northwest). Normally we <br />would have required elevations of culverts but in light Df <br />the localized nature of the watershed, the City need only >>e <br />concerned that a drainageway be defined and protested via <br />the easement. <br />The enclosed approving resolution <br />incorporating the applicable portions of the <br />recommendation, the City Engineer's comments <br />plate language, waving all liability on the <br />matters dealing with pond's use. <br />has been drafted <br />Planning Commission <br />and the usual boiler <br />part of the City in <br />2 <br />
