AGENDA ITEM <br />Date: November 24, 2025 <br />Title: Casco Cove Rehabilitation - Award <br />Presenter: Adam Edwards, City Administrator / Engineer <br />Section: Consent Agenda <br />Item: 9 <br />Purpose: <br />The purpose of the item is to accept a quote for the stormwater improvement at Casco Cove. <br />2. Background: <br />The improvement intends to address flooding potential, adequately convey runoff and improve <br />water quality. The current stormwater infrastructure is insufficient to address localized flooding <br />issues and offers limited to no treatment prior to release into Lake Minnetonka. This project need <br />was identified in the City's Surface Water Management Plan. <br />3. Scope: <br />This project has been broken into two parts. This portion would improve the bioretention basin by <br />removing dead and dying trees and revegetating the area with native wetland plantings. The <br />second part, which will be awarded later, will replace a section of the outlet piping from the basin. <br />4. Cost: <br />The city solicited and received quotes from two contractors. The CIP allocated $161,000 for this project. The <br />projected end of year balance for the fund is $645,000. <br />6. Staff Recommendation: <br />I recommend acceptance of the Quote for TreeStory, Inc. This portion of the project is best <br />initiated during the winter months. <br />40 <br />
