<br />We have reviewed the preliminary plat and grading plan submitted by K-P Properties, Inc. for
<br />Bayview Farms 2nd Addition. The property is located south of Bayside Road (County Road
<br />No. 84) and east of C.S.A.H. No. 19 in the northwest quarter of Section 6. The proposed access
<br />location on Bayside Road appear to be adequate, however, Hennepin County should review the
<br />plans. The platting of a future connection to the adjacent property to the south and west is
<br />appropriate. The horizontal street alignments are acceptable. The vertical curves alignments
<br />do not appear to meet a 30 MPH design speed as required by City Code. The minimum
<br />acceptable length for each of the three vertical curves are 160', 110' and 180' respectively,
<br />starting at the north and moving south. A typical section for the proposed street should be
<br />submitted that shows a minimum paved width of 28 feet and a section of 8-inches of class 5,
<br />100% crushed aggregate base and 3-inches of bituminous pavement.
<br />The grading plan seems to indicate that an urban section roadway is proposed. If that is the
<br />case, a drainage plan should be submitted to address the runoff. If a rural section roadway is
<br />proposed, the ditches should be at least 2-feet below the edge of the roadway.
<br />The grading plan does not show grading of the cul-de-sac nor does it address drainage patterns
<br />or erosion control. Silt fence should be installed along the wetland areas prior to construction.
<br />Drainage easements should be shown on any wetland areas and along any proposed drainage
<br />routes. The plans should be submitted for review by the Minnehaha Creek Watershed District.
