Existing vegetation within the designated wetland buffer on the site has a continuous dense layer <br />of perennial grasses that have been unbroken for at least l O consecutive years. Buffer adjacent to <br />Wetland I should not be disturbed by construction activities. Buffer augmentation or vegetative <br />restoration within the buffer is not proposed as this type of physical disturbance often increases <br />the amount of invasive/noxious weeds in this location and throughout the site. The on-site <br />wetland and adjacent buffer must be protected under an easement. <br />Steeply sloping soils in the northeast p011ion of the property should be place under conservation <br />easement to protect them from potential vegetation alteration (conversion to lawn) and erosion. <br />Sec. 78-1635. Basic Conservation Design Master Plan requirements and evaluation criteria <br />As stated in the code -"The developer shall prepare a Conservation Design Master Plan for <br />development of the property, consisting of written and visual documentation including maps in <br />an acceptable electronic format , addressing the following topics: <br />(I) Consideration of the existing drainage system; <br />Pre and post de velopment topography is not s ig nificantly differe nt; th e refore, s urfa ce <br />runoff on and from the s ite w ill not s ignifi ca ntl y chang e . <br />(2) Establishment of a stormwater management system, using multi-cell treatment <br />principles, and defining proposed methods of stormwater phosphorus reduction; <br />One storm wate r po nd t o treat impe rv io us s urfa c e runo ff is proposed. <br />(3) R e moval of invasive species and di seased trees ; <br />T hat maj orit y of in vasive s pecies (i.e. common buc kth o rn ) and di sea sed t rees (i.e. <br />di s ease d Ameri ca n e lm) a re o nl y prese nt in the so utheas t porti o n of th e s it e (Figure 7 <br />KES Natura l Reso urces In ve nto ry -Bays id e M ead o ws (Wac hman Parcel).
