grading. A detailed final grading plan will be submitted with the final plat application. The <br />proposed overall graded area is+/-2 .5 acres. <br />Storm water: <br />The storm water treatment pond will provide temporary storage of stormwater runoff, treatment <br />of storm water, and sediment removal. The outlet from the stormwater treatment area will <br />discharge into the existing wetland. The stormwater plan will provide adequate treatment and <br />storage to meet the City requirements. A stormwater report was prepared and submitted with this <br />preliminary plat application for the City to review. The project is exempt from Minnehaha Creek <br />Watershed District review, since the new residential development will result in less than 20 <br />percent increase in the impervious surface. <br />Wetlands: <br />A wetland delineation report was prepared by Kjohaug Environmental Services Company, Inc. <br />(KES) (KES Project No. 2012-068, dated October 22, 2012). A copy of the delineation report has <br />been submitted with this application. A wetland classification type change was submitted to the <br />watershed along with the MNRAM assessment data. The watershed reviewed and approved the <br />change to wetland type: Manage 2. The proposed site plan shows a 30 ' wetland buffer and a 25' <br />City required wetland setback. No wetland impacts are proposed for this project. The proposed <br />wetland buffers and setbacks are shown on the attached plan sheets. Some construction will <br />occur in the wetland setback area, no work is proposed within the buffer area. At the completion <br />of construction and prior to home building, wetland buffer markers will be placed at the specified <br />locations. <br />Natural Resouces Inventory -Woodland Areas & Protection: <br />KES prepared a natural reso urces information inventory for the proposed project. The report is <br />attached for City review . <br />Landscape Plan, Monuments, & Entrance: <br />This development will create a site with preserved natural woodland areas, scenic vistas, pond <br />and wetland views. The stormwater pond and private drive will have landscaping and/or trees. <br />The entrance to BAYSIDE MEADOWS is proposed to have an entrance monument with typical <br />landscaping. A custom entry monument will also be designed and constructed. This will create a <br />sense of luxury and livability for the new single family residents . <br />Homeowner's Association and Restrictive Covenants: <br />The developer will prepare restrictive covenants and standards that will apply to the entire <br />neighborhood during both the initial development and the overall operation of the s ubdivision. <br />These documents will be prepared and submitted with the final plat application. <br />A select group of builders will participate in "BAYSIDE MEADOWS". The restrictive <br />covenants will be tailored to the developer's vision of the project. Each builder will be required <br />to meet the specifics of building types, landscaping, and overall goals of the development. <br />The HOA will be responsible for mainte nance issues within the subdivision. These will include <br />the private street, storm water treatment pond and entrance monument. They may also include <br />special landscaping, mailboxes, signage, and any other common elements. <br />-5- <br />1/23/2013
