No subdivision shall be approved unless the area to be subdivided shall have adequate <br />access from an existing publicly dedicated and opened roadway or on a private roadway open to travel or vehicular use pursuant to an <br />easement between persons or between persons and the city. Such roadway must be suitably improved as required by the city, the state or <br />the county. If the public roadway, including but not limited to existing bridges, drainage structures, lighting, shoulders, base, pavement, <br />alignment or sight distance, is not suitable to handle the proposed additional vehicular traffic from the subdivision, the subdivider at his <br />expense will be responsible for first improving the public roa dway to a standard acceptable to the city, to ensure that the health, safety and <br />welfare of the citizens presently using the roadway and in the future will be protected and will not be adversely affected by the increased <br />use of the roadway caused by the subdivision. Th is improvement shall be accomplish ed prior to final subdivision approval unless the city <br />agrees and the subdivider provides a suitable performance bond to complete the improvements in the subdivider's agreement. <br />(b) Access to improved public roodwoys over existing private roadways. Wherever the area to be subd ivided is to utilize an existing private <br />roadway in order to gain access to the public roadway, such private roadway shall be suitably improved as provided in this section for public <br />roadways. <br />(Code 1984, § 11.32(1)) <br />Sec. 82-283. -On-site roadways. <br />(a) Grading and improvement plan. Roadways shall be graded and improved to conform to the city's construction stan dard s and specifications <br />and sha ll be approved as to design and specifications by the city engineer, in accordance with the construction plans required to be <br />submitted prior to final subdivision approval. <br />(b) Topography and arrangement. <br />(1) Roadways shall be related appropriately to the topography. Roadways shall be curved wherever possible to avoid conformity of lot <br />appearance . All roadways shall be arranged so as to obtain as many as possible of the building sites at or above the grades of the <br />street. Grades of streets shall conform as clos ely as possible to the original topography. A comb ination of steep grades and curves <br />shall be avoided . <br />(2) All streets sha ll be properly integ rat ed with the existing and proposed system of thoroughfares and dedicated rights-of-way as <br />established in the comprehensive municipal plan. <br />(3) All thoroughfares shall be properly related to specific traffic generators, such as industries, business districts, schoo ls , churches , and <br />shopping cente rs; to population den sities; and to the pattern of existing and proposed land uses. <br />(4) Roadways shal l be lai d out to conform as much as possible to the topography, to discourage use by through traffic, to permit efficient <br />drainage and utility systems, and to require the minimum number of roadways necessary to provide convenient and safe access to <br />property. <br />(5) The gridiron roadway pattern need not necessarily be adhered to, and the use of curvi lin ear roadways or U-shaped roadways shall be <br />encouraged where such use will result in a more desirable la yo ut. <br />Page 7
