Chapter 82 -Subdivision Regulations <br />DIVISION 3. -ROADS AND PUBLIC WAYS <br />Sec. 82-281. -Design standards. <br />(a) Generally. In order to provide for roads of suitab le location, width and improvement to accommodate prospective traffic and afford <br />satisfactory access to police, firefighting, snow removal, sanitation and road maintenance equipment, and to coordinate roads so as to <br />co mpose a convenient system and avoid undue hardships to adjoining properties, the following design sta ndards for roads are required: <br />(1) Road surfacing and improvements. After the sewer and wa ter utilities have been installed by the subdivider, the subdivider shall <br />construct a ll road pa veme nt, shoulders, drainage improvements and structures, curbs, culs-de -sac, and sidewalks in conformance with <br />all construction standards and specifications adopted by the ci ty and shall be incorporated into the construction plan s required to be <br />submitted to the subdivider for final subdivision approval. <br />(2) Rights-of-way. Rights-of-way shall be in accordance with the following performance standard: <br />a. Rights-of-way are needed for future roadways in the opinion of the city. <br />c. Right-of-way widths or add itional widths in existing rights-of-way in excess of the stand ards designated in this chapter when, <br />du e to topography, ad d itional width i s necessary to provide adequate earth slopes. Suc h slopes shall not be in excess o f 3:1. <br />(b) Railroads and limited-access roadways. Railroad rights-of-way and limited-access roadways where so located as to affect the subdivision of <br />adjoining lands shall be t reated as follows: <br />(1) In residential districts, a buffer stri p at least 25 feet in depth in addition to the normal depth of the lot required in the district shall be <br />provided adjacent t o t he railroad right-of-way or limited-access roadway. <br />(2) In districts zoned for business, co mmercia l or industrial uses, the nearest street extending parallel or approximately parallel to the <br />railroad shall be at a sufficient di stance to ensure sui table depth for commercial or industrial sites. <br />(3) Streets parallel to the rail road when inters ecting a street which crosses the rai lroad at grade shall be at a distance of at least 150 f ee t <br />from the railroad right-of-way. Such distance sha ll be determined with du e co nsideration of the minimum di stance r equired for future <br />se paration of grades by means of appropriate approach gra dients. <br />(4) Streets crossi ng the rai lroads shall be avoided . <br />(c) Intersections. <br />(1) Streets shall be laid out so as to intersect as nearly as possible at right angles . A proposed int ersection of two new streets at an angle <br />or less than 75 degree s sha ll not be acceptable. An ob lique stre et sho uld be curved approaching an intersection and shoul d be <br />approximately at right angles for at least 10 0 feet from the intersection. Not more than two streets shall in ters ect at any one point <br />un less specifical ly approved by the city. <br />(2) Proposed new intersections along one sid e of an exist ing street shal l coincide with any existing interse ctions on the oppos ite side of <br />such street. Intersection jogs with centerline offsets of less than 150 feet sha ll not be permitted, except where the intersected street <br />has separated dual drives without median brea ks at either intersection. Where stree ts intersect major streets, their a lignme nt shall be <br />continuous. Intersect ions of arteria l roadway s shall be at least 800 f eet apart. <br />Pag e 5 <br />I <br />I
