FILE # 13-3630 <br />10 September 2013 <br />Page 2 of 2 <br />Application Summary <br />The Bayside Meadows subdivision received final plat approval in June 2013. Upon final review by the City <br />Council the applicant was asked by the Council to consider a reduction in the number of proposed boulevard <br />trees and to consider a more rural/natural placement in the spirit of the rurally zoned development. City <br />Code Section 82-226(b)(1) directs developers to plant one shade tree along the new roadway every 40 feet. <br />The result of such uniform spacing may appear to be contrived rather than a more natural variation. <br />The road for the Bayside Meadows plat results in 2,270 linear feet of frontage requiring 57 trees. The <br />approved plan (Exhibit C) reflects the code -required number and placement of the boulevard trees. The <br />applicant has provided a revised plan which is attached as Exhibit A reflecting a more thoughtful placement of <br />42 trees. <br />Additionally, the developer has proposed Bayside Trail as the name of the road within the development. The <br />City Council shall review and approve the road name. <br />Planning Staff Recommendation <br />Per the City Council's suggestion the applicants have submitted a revised boulevard landscape plan. The City's <br />consulting engineer has reviewed and approved the plan. The Code allows for the City Council to waive <br />certain requirements as deemed appropriate. Staff finds the placement and number of proposed boulevard <br />trees to be a better fit for a rural design and recommends approval. <br />The Planning Commission should review the revised landscape plan and consider a recommendation for <br />approval. The City Council will consider the road name request with the landscape plan approval. <br />
