Mc NIfTES THE: ORONO COUNCIL, MEETING HELD APRIL 2.2, 1985, AT THE ORONO MIDDLE SCHOOL hvu!'PORIUM AT 685 OI.D CRYSTAL BAY ROAD - PAGE' 14 Councilmember L. Adams asked the other Councilmembers to reaffirm the block grant program funds for hookup charges for those who cannot of ford to pay. Adams asked that these block grant funds not be used for those over 65 who can defer their payments but for those under 65 that cannot afford the hookup chards. Mayor Butler confirmed that the block grant monies are set up for only hookups for anyone who qualifies based on income level. Public Works Coordinator Gerhardson explained that the block grant monies are available for those people who qualify based on their income level. Gerhardson stated that those who wish to apply may apply at City Hall but that those funds do have to be applied for every year. Gerhardson noted the City has $28,700 set aside for block grant funds. Gerhardson noted that there are also funds available for those wl.c need money for hookups. City Attorney Radio pointed out that if the Art Center is included in the project, that thi- would be no cost to assess and that a reassessment should bz uone so as to assess the Art Center fairly. Radio stressed to the public that if they wish to appeal, they must appeal by tonight. Mayor Butler felt that the Crystal Bay residents will get a better deal on an individual appeal basis through the courts. Councilmember Grabek felt that the C ..al Bay residents should decide on how they want to n. :� their payments, whether its larger payments in the beginning or smaller payments in the beginning. Grabek felt that after the Council is informed of all the methods of payments then the residents should be able to vote on the issue. Councilmember Grabek reworded his previous motion. Councilmember Grabek moved, Councilmember L. Adams seconded, to direct staff to draft a resolution for action on May 13, 1985, assessing the Crystal Bay residents 100% of the project cost Motion, Ayes (5), Nays (0). RECESS 15 MIN.
