MEETING HELD APRIL 22, 1985, AT THE ORONO MIDDLE <br />SCHOOL AUDITO1tIUM AT 685 01.1) CRYSTAL BAY ROAD - PAGE 3 <br />PUBLIC HEARING Bill Sime of 2106 Shadywood Road explained that he received <br />(CONT.) the numbers from City Hall and took that number and <br />multiplied it by 15, since it is a 15 year assessment, and came <br />up with the figure $112.00 total assessment. Sime noted <br />that actually the total assessment is more than he quoted in <br />his letter. <br />Carolyn Drude stated that for a $150,000 market value home <br />the assessment per year is $22.69. Drude stated that the <br />total assessment is cannot be predicted now because of the <br />change in valuation of the home over that 15 year period. <br />Bill Sime stated that. the Mayor stated that his letter was in <br />error and that his letter was not in error. Sime stated that <br />the figures were given to him at a Council meeting that the <br />total project cost was $900,000 and that if assessed 50% <br />leaves $450,000 to be spread across the general tax rolls. <br />Sime noted that $450,000 divided by approximately 4,000 tax <br />parcels leaves $1.12.50 for a total assessment without <br />interest. <br />George Rovegno of 2010 Shoreline Drive referred to the <br />estimated annual tax increase and asked if this mandates that <br />property taxes must increase or can't the City be more <br />fiscally responsible in its operating budget and take it out <br />of the general fund. Rovegno reiterated that there is no <br />rule that mandates that property taxes must increase. <br />Rovegno asked Drewd how much of the $900,000 total project <br />ccst goe•� to Ehlers & Associates. <br />Carolyn Drude confirmed that there is no rule that mandates <br />that taxes must go up, but there is a rule about having money <br />avail.ihi- 4-o pay those bonds. Drude estimated about $8- <br />9,000 go to Ehlers 6 Associates for the financial <br />consL.:k costs. <br />Elmer Conover of 1489 Shoreline Drive stated that the figures <br />he got from City Hall indicated his taxes would go up $600- <br />750. Conover noted that he wouldn't object to paying for a <br />sewer project once, but asked how many other sewer projects <br />are in the City of Orono that could compound these figures <br />discussed tonight. Conover objected to the assessment <br />because it will be precedent setting for future sewer <br />projects. <br />Mayor Butler explained that the City has bE i talking about <br />sewer in the Crystal Bay area for years. Butler noted that <br />the City has investigated every means of federal and state <br />funding and there is no funding available for this project. <br />Butler informed the public that a Hennepin County survey done <br />on the Crystal Bay area revealed that a majority of the people <br />in this area qualify as low and moderate income. Butler <br />reported that many wells and septic systems in the Crystal <br />Bay area overlap one another and create hazardous <br />conditions. Butler sympathized with those who had to pay <br />for their own sewer and noted that she also paid for her -;wn <br />sewer, however, the community should be able to pull together <br />
