Adams asked the other Councilmembers to <br />reaffirm the block grant program funds for hookup charges for <br />those who cannot afford to pay. Adams asked that these block <br />grant funds not be used for those over 65 who can defer their <br />payments but fo: those under 65 that cannot afford the hookup <br />charges. <br />Mayor Butler conf i.rmed that the block grant monies are set up <br />for only hookups for anyone who qualifies based on income <br />level. <br />Public Wor" Coordinator Gerhardson explained that the block <br />grant monies are available for those people w io qualify based <br />on their income level. Gerhardson stated that those who <br />wish to apply may apply at City Hall but that those funds do <br />have to be applied for every year. Gerhardson roted the City <br />has $28,700 set aside for block grant funds. Gerhardson <br />noted that there are also funds available for those who need <br />money for hookups. <br />City Attorney Radio pointed out that if the Art Center is <br />included in the project, that there would be no cost to assess <br />and that a reassessment should be done so as to assess the Art <br />Center fairly. Radio stressed to the public that if they <br />wish to appeal, they must appeal by tonight. <br />Mayor Butler felt that the Crystal Bay residents will get a <br />better deal on an individual appeal basis through the courts. <br />Councilmember Grabek felt that the Crystal Bay residents <br />should decide or how they want to -take their payments, <br />whether its larger payments in the beginning or smaller <br />payments in the beginning. Grabek felt that after 'ie <br />Council is informed of all the methods of payments the :e <br />residents should be able to vote on the issue. <br />Councilmember Grabek reworded his previous motion. <br />Councilmember Grabek moved, Councilmember L. Adams <br />seconded, to direct staff to draft a resolution for action can <br />May 13, 1985, assessing the Crystal Bay residents 100% of the <br />project cost.
