MI14UTES OF THE ORONO COUNCIL, MEETING HELD APRII. 22, 1985, AT THE ORONO MIDDLE <br />SCHOOL. AUDITORIUM AT 685 OLD CRYSTAL, BAY ROAD - PAGE 2 <br />PUBLIC HEARING <br />(COWL'.) City Engineer Cock pointed out that. the 83 unit figure does <br />not include the Art Center. <br />Mayor Butler stated that the City Counci 1 has not yet had the <br />necessary public hearings with the Art Center in order for <br />them to hookup to sewer. Butler added if the Art Center is <br />included'_.. the project, it will no' incur any additional <br />construction because the pipe is already 1_:roposed to extend <br />down Briar Street so that the Art Center could hookup at that <br />point. <br />Curt Quady of 1223 Brown Road South felt that the Art Center is <br />part of Crystal Bay and should have been included in this <br />sewer project. Quady explained that he was on the �' uncil <br />when this area was first proposed for sewer. Quad :.ated <br />that the Council voted against the sewer project beL._,,se of <br />pressure. Quady noted that he was the only Councilmember to <br />vote for the Crystal Bay sewer project. Quady felt it was a <br />mistake on the City Is part not to have sewered the area long <br />ago. Quady reiterated that the Art Center will require 20 <br />units and that it should be incll.rded because it will lower the <br />cost to the indivi; ual Crystal Bay residents. Quady stated <br />what the whole project should be delayed until the Art Center <br />is _ncluded in the project. <br />Berman Renner of 3180 North Shore Drive agreed with Quady <br />thCt the Art Center should be included in the project and that <br />the development to the west of the Art. Center should be <br />included too. Renner felt that sept,: systems are temporary <br />and not state of the art. <br />Mayor Butler introduced Carolyn Drude from Ehlers I; <br />Associates, the City's financial consultants. <br />Carolyn Drude presented the f inancial side of the project and <br />noted the different assessment options that. the Council is <br />considering. Drude stated that a 15 year bond maturity is <br />proposed extending the assessment payments over 15 years. <br />Drude explained that if the Council assesses the project 50% <br />to the benef itt.inq property owners, then 50% will be spread <br />over the general tax rolls and would increase taxes based on <br />the valuation of the property. Drude also noted that one can <br />pay in adva,,ce to avoid any interest payments. Drude gave <br />the example of the assessment that would increase property <br />taxes for a $150,000 market value home by $22.69/year for 15 <br />years. <br />Gary Printup of 1261 Briar Street referred to a letter that <br />was mailed by Bill Sirrie in which he states that the increase in <br />property taxes each year would be $112.00 for a $100,000 <br />market value. <br />Mayer But ler stated that the information in that letter war <br />in error. <br />
