This enables the Council and--0de-:K5__to' -'sqate .Oi& <br />use of each system element and to anticipate future bottlenecks and needed improve- <br />ments. To do this, the Council has divided the Metropolitan Area into traffic <br />assignment zones (TAZ). Orono has five as shown on the enclosed map. <br />There are five especially important demographic variables used in the process: <br />total households, total population, total employment, retail employment, and service, <br />financial, insurance, and real estate employment. More than any other variables <br />they dictate the gross magnitude of trips which are produced or attracted by a <br />TAZ. Changes in any of these five variables will measurably affect trip making <br />characteristics of a zone, whereas large variations in other demographic variables <br />will have only a marginal effect. Thus, when the Council revised its forecasts <br />of total households, population, and employment last December, three of the <br />five critical variables were changed and resulted in the revised traffic fore- <br />casts for your system statement. <br />The attached copies of computer printouts show the demographic variables used to <br />make the traffic estimate sent in Orono's original system statement. They are <br />broken down by TAZ, and a decoding sheet is also included. Except for revised <br />figures for total households, population, and employment the variables are the <br />same for the updated 1990 traffic estimate of 44,000 person trips per day which <br />you recently received. The 44,000 figure assumes the forecasts of total households, <br />population, and employment enclosed with the December 28, 1977 letter, i.e., the <br />most current forecasts. At the present time Council transportation staff are re- <br />evaluating all the original assumptions in light of the new forecasts to determine <br />. if other variables should also be changed. If after reviewing this information <br />you feel the City can provide more accurate data, please contact Steve immediately <br />so it can be considered. <br />In conclusion, this information should allow us to clear the books on several <br />items currently pending between the City and the Metropolitan Council. First, <br />-I recommend that the Council review the Waste Control Commission's plans and speci- <br />fications for the Orono -Long Lake Interceptor as -soon as possible. We would like <br />to present a report to the Physical Development Committee on March 23. We <br />would mail it to you and the Committee on March 17. Second, I recommend the City <br />amend the interim comprehensive sewer plan previously submitted for Waste Control <br />Commission review to include the revised 1990 urban service area map which you <br />just sent us. Shortly thereafter the interim CSP review can be completed. I <br />emphasize interim CSP because the immediate objective is to plan service for the <br />three to five year period following construction of the Orono -Long Lake Interceptor, <br />leaving finalization of plans for the period to 1990 for the comprehensiveā¢plau <br />Orono is preparing pursuant to the Land Planning Act. Third, if the City wants to <br />request a hearing on its Metropolitan system statement, you should file a request <br />according to the Planning Act by March 23. Since the Planning Act provides no <br />mechanism for extending the local system statement review period, it is imperative <br />for the City to make its decision by then. I believe that all the important infor- <br />mation on sewer flows, traffic generation, and growth forecasts has already been <br />sent to Orono and included in the system statement. If, however, there is a <br />need to amend metro system plans as a result of the above Council reviews, appro- <br />priate system plan amendments will be proposed. <br />
