Lukermann <br />14etrpolitan V aste Control Com— ission <br />350 Metro Square Building <br />7th & Robert Streets <br />St. Paul, Minnesota 55101 <br />Dear Ms. Lukermann: <br />Thank you for your letter of February 27, 1978 providing us information <br />pertaining to the request of Richard Neslund. The information contained <br />in your letter will be submitted to the City Council of Orono at its <br />next meeting for their discussion and action. <br />I would like to take this opportunity to point out to you that the <br />Orono Comprehensive Plan adopted in 1974 shows this area, for good <br />reason, to be in the two acre zone of the rural service area=within <br />the city -of Orono. There are inadequate roads servicing that general <br />area and we do not have the necessary fire and police protection <br />services -to allow for any denser development in this general area. <br />Moreover, these lands in that general area are environmentally sensitive <br />with steep slopes and marshes and any sort of dense development would <br />be adverse to them in the quality of the surface water runoff. It is <br />also•our understanding that Highway #12 is proposed to be extended <br />through this general area and it does not make good sense to have a <br />dense development in this area that would require the disruption of <br />all of these people because of the extension of a State highway. <br />This problem with the Neslund property demonstrates vividly the point <br />the City of Orono has made to the Waste Control Commission many times <br />in the past concerning the sewer service area of the Orono interceptor. <br />The sewer service area of the Orono interceptor, as shown on a recent <br />map provided by Mr. Harrington of your office, is totally inconsistent <br />with the Orono Comprehensive Land Use Plan and the Orono Comprehensive <br />Sewer Plan in that the sewer area encompasses all of rural Orono, which <br />is not to receive sewer service for -at least the next twenty years. <br />r1 <br />U <br />
