Searles <br />575 North Ferndale Road <br />Wayzata, Minnesota 55391 <br />Subject: Metropolitan Council <br />Dear Bob: <br />In an attempt to keep you up to date on our dealings with the <br />Metropolitan Council and the Waste Control Commission, I am <br />enclosing a copy of a memo setting down the history of our <br />dealings on the Orono -Long Lake interceptor, the Orono Compre- <br />hensive Sewer Plan, and the Systems Statement from the Metropolitan <br />Council'. <br />The issue at hand is whether or not the City can successfully <br />negotiate with the Metropolitan Council to define where the <br />2s U S A line shall pass through its own area. We have attempted <br />in good faith for many months and just cannot seem to reach an <br />agreement by negotiation. <br />I think the most distressing thing to me is that on March 11, 1977, <br />we did reach an agreement that was satisfactory to the. City and <br />that after that date, the proposed Systems Statement and the <br />review of our. Comprehensive Sewer Plan were amended in accordance <br />with this agreement. On June 16, from an objection from Mr.. Doughert. <br />of the Waste Control Commission, all of this was changed, including <br />the staff member that we had been working with for the past nine <br />months. ' Since that time, we just have not gotten .any cooperation <br />or any information as to what is going on and why. Our Systems <br />Statement was summarily issued on June 23, not in accordance with <br />our negotiations, the review of our Comprehensive Sewer Plan was <br />modified in September to a position that the City could never <br />agree to, and even the design of the' -Orono -Long Lake, interceptor <br />shows a designated sewer service area that prevents the M.U.S.A. line <br />from being adjusted to be consistent with the City's Comprehensive <br />Planning. <br />
