John Boland, Chairman <br />Metropolitan Council <br />300 Metro Square Building <br />7th & Robert Streets <br />St. Paul, Minnesota 55101 <br />Subject: Revised Orono Systems Statement <br />Dear Mr. Boland: <br />We are in receipt of your letter of December 28, 1977 indicating <br />the revised forecasts made by the Metropolitan Council to the <br />year 1990. These forecasts on Page 2 indicate a total 1990 sewer <br />flow from the City of Orono not to exceed .58 million gallons per <br />day and the total number of person trips at approximately 44,000 <br />per day. <br />To facilitate our evaluation of these revised forecasts, could you <br />please provide us a breakdown of the formula used to arrive at <br />these two figures? This information is -necessary for us to compare <br />these revised forecasts with our Comprehensive Land Use Plan for <br />the City. <br />As you know, the City has not yet received approval of our Comprehensive <br />Sewer Plan originally submitted in October of 1976 and revised after <br />negotiations with the Metropolitan Council and Metropolitan Waste <br />Control Commission staff in April of 1977. Until our Comprehensive <br />Sewer Plan has been approved and the sewer service area of the Orono - <br />Long Lake interceptor is adjusted to be consistent with our <br />Comprehensive Sewer Plan, it is impossible for the City to respond <br />to the accuracy of the Systems Statement approved by the Metropolitan <br />Council on June 23, 1977_ The City requested an extension to the <br />60 day appeal period as provided in the Metropolitan Land Planning <br />Act. The City is presently at a standstill in the process of <br />restating our Comprehensive Land Use Plan adopted in 1974 until such <br />time as these issues are resolved. We would be pleased to meet <br />with you or your staff at any convenient time to discuss these <br />inconsistencies in our planning process. <br />
