1992 LMCD Lake Minnetonka Access Task Force Report <br />MARINA POTENTIAL FOR LAKE ACCESS <br />During the summer months most marinas have relatively empty boat storage lots that have the potential <br />for parking car/trailers if the marina has a launch ramp: Many now provide some fee based boat <br />launching service. These marinas could possibly provide some free car/trailer parking and ramp use to <br />the public. The operators or owners might expect some type of reimbursement. The DNR could possibly <br />provide funding and the LMCD will cooperate. <br />The Task Force identified six conditions and issues to be considered in determining the potential free <br />public access use of marinas: <br />1. Ability to extend existing capacity. <br />2. Extent to which a marina already serves the public through fee paid access. (Fee paid public <br />access does not meet the definition of free and open public access.) <br />3. Attitude of nearby homeowners toward public access use. <br />4. Duration of public use, considered for a trial basis only until proven feasible. <br />5. Management issues, such as reserving parking for public use, and compensation to the marina <br />owner consistent with public access operations and public policy. <br />6. Possible DNR funding constraints from annual operations budgets and overall cost effectiveness. <br />PROCEEDINGS SUMMARY <br />The Lake Access Task Force study is documented in a proceedings summary. This chronology highlights <br />the various subcommittee, committee, and Task Force meetings which took place among city, agency, <br />and community organizations. These groups participated in the research, deliberations and consensus <br />findings. See APPENDIX 10, pages 27-35. <br />ACKNOWLEDGMENTS <br />This study depended upon collaboration of community representatives, municipal, regional and state <br />officials. Task Force meetings provided a public platform for full discussion of access to Lake <br />Minnetonka. Subcommittee members invested extensive volunteer hours.
