boat gasoline tax and excise tax. This is commonly known as the user pay, user benefit system. State <br />statute does not give the DNR the authority to close public water access sites. All state lands <br />bordering on or adjacent to meandered lakes and other public waters and watercourses are <br />withdrawn from sale (MS. 92.45). Additionally, the DNR may not stock lakes without public access <br />(MS. 97C.201). The DNR has a history of including public water access acquisitions and development <br />projects in US Fish and Wildlife grants. In these instances, the parcel has federal interest in the <br />property and contains restrictions that limit the use of the land for which it was purchased. These <br />restrictions are intended to protect both the state and the federal investments for the site to be <br />used by the public for the purposes acquired into perpetuity. <br />With more than 2.5 million acres of rivers and lakes, Minnesota is renowned for its abundant water <br />recreation opportunities. In 2022, there were 819,000 watercraft registered in Minnesota, a number <br />that has held steady for a decade. Minnesota is 2nd in the nation for the number of registered <br />watercraft (with only Florida having more) . Boating is good for Minnesota's economy as a $3.1 <br />billion economic engine in the state supporting 10,900 jobs and 690 businesses (source: National <br />Marine Manufacturers Association, 2019).
