WETLAND ASSESSMENT REPORT (September - 2025) <br />North Arm Public Access <br />Orono, MN <br />Prepared by: Tony Brough, Hennepin County Environment & Energy. <br />Project: This project is a complete re -design of the North Arm public access and Shore -fishing site located NE of CSAH 51 <br />and CSAH 19. Hennepin County engineer consultant and project manager have submitted specific plan sheets. <br />Hennepin County Project Manager is Nguyen (Guy) Hoang NMen.Hoang(a,hennepin.us (612-814-1088). <br />Site Location Map: <br />"'......­'pring Park <br />Method: <br />Given the project scope, a modified Level 1 wetland delineation method was followed which is a simple, rapidly applied <br />method that results in sufficient qualitative data as described in the 1987 Corps of Engineers Wetland Delineation Manual <br />(Waterways Experiment Station Technical Report Y-87-1, January, 1987) and the Regional Supplement to the Corps of <br />Engineers Wetland Delineation Manual — Northcentral and Northeast Region. All in-house information was analyzed <br />including the Soil Survey, NWI, topographic maps, several historic aerial photos, and the PWI. This was then field <br />verified and should be sufficient for wetland permit determinations for this type of no -loss or exempt activity. <br />WCA Regulations / Exemptions: <br />No WCA regulated wetlands exist within the project activities. The project should be determined a no -loss <br />regarding the WCA. Due to the historic fill, the southern wetland boundary is immediately associated with the <br />OHW of Lake Minnetonka and the remaining shoreline is a vertical seawall or shoreline riprap. <br />Within the project site, there are two small areas with wetland vegetation which were created as sediment traps <br />in 1996 for the sole purpose of treating effluent. The WCA does not regulate activities in these areas due to <br />incidental wetlands exception. The remainder of the project area is non -wetland asphalt, gravel rock, steel <br />seawall, riprap, and upland grasses. <br />109 <br />
