He would be slightly <br />decreasing hardcover in the west_ 0-75' zone from 13.2% to 12.6%. <br />Note that from the east half of the property, drainage flows <br />across Fagerness Point Road and over 40' of lawn area to the <br />lake. <br />While the proposal increases hardcover, it does create a better <br />situation for parking and backing out from the property. The <br />existing garage partially on right-of-way will be removed and <br />replac d with an attached garage 24' back from the property line. <br />Our setback standard for qarages opening toward streets is 30' <br />from the right-of-way; in this case a variance of 6' seems a <br />reasonable alternative to the existing situation. <br />Planning Commission recommended approval of the hardcover and <br />setback variances, limiting the hardcover in the 75-25''' zone to <br />30% rather than 32.11 proposed, subject to approval cf the <br />landscape and grading plans by the City Engineer. (As of this <br />writing, a copy of the plan is en route to engineer). Presuming <br />no problems with the landscape plan, staff recommends approval <br />per the attached resolution. Note that landscape plans show an <br />excess of 42 s.f. hardcover or 0.8% over the 30% limit, which can <br />probably be made up by reducing the driveway a bit. Note that <br />the 5% hardcover variance in the 75-250' zone is consistent with <br />a similar recently -approved hardcover variance on lakeshore <br />property. (Jeff Ulku, Baldur Park road, allowed 30% hardcover <br />where 14% was existing in the 75-250' zone). <br />
